No Data-Native Consultancy Has an Anthropic-Confirmed Top Tier — and Neither Do the GSIs Everyone Assumes Do

The question

"Has any data-engineering-native consultancy (vs generalist GSIs) publicly reached Anthropic Claude Partner Network 'Preferred' or 'Global Premier' status — verify the EPAM/DXC threads that were unconfirmed this run?" Carried forward as open follow-up #5 from [[2026-06-24-anthropic-tiger-team-partner-model]], where EPAM and DXC were named at search level only and the EPAM press release 403'd before it could be read.

Synthesis for RDCO

The straight answer is no, with a sharper correction underneath it. No data-engineering-native consultancy has publicly reached Preferred or Global Premier in a way anyone outside the partner portal can verify — and the same is true of the GSIs everyone assumes have. The DXC thread, which looked like the strongest "yes" going in, actually resolves into the opposite: DXC's press release says "one of the few Global Premier partners," Anthropic's page about the identical alliance on the identical day says only "part of the Claude Partner Network." Anthropic is not publicly ratifying tiers in its newsroom. So the correct evidence taxonomy has three buckets, and right now the top bucket is empty: publicly confirmed by Anthropic = nothing (no tier named for any firm in any Anthropic source reached); self-claimed by the vendor = TCS Global Premier, DXC Global Premier, phData Preferred; unverified = everything else, including EPAM, which claims no tier at all. The prior brief's "EPAM and DXC suggest yes" hypothesis is retired: DXC is a self-claim from a non-data-native firm, and EPAM is not a tier claim.

The EPAM number is the strategically useful residue of this run. EPAM had 1,300 Claude-certified architects in May 2026 — past Global Premier's 1,000-practitioner bar — and publishes no tier four months later. Either it holds a tier and chooses not to market it, or the cert leg was never the gate. The vault's standing rule says the latter, and this is the cleanest external confirmation yet: the scarce legs are 100 production joint customers across 3+ regions and 15 contracted public stories, both of which are sales-and-legal achievements, not training achievements. That reframes the competitive picture. Top tier is not a capability ladder a technically excellent data shop climbs; it is a distribution-and-logo ladder that favors firms with hundreds of thousands of billable heads and standing MSAs across regions. A firm shaped like phData — deep, Snowflake-first, mid-market, ~hundreds of consultants — cannot reach Global Premier on any timeline, and Preferred's 15-production-customer floor is the live question, not the cert count.

For the phData bet specifically, this tightens rather than changes the read. phData's public "Anthropic Preferred Partner" badge is now confirmed as self-published, sitting next to genuinely earned, vendor-ratified badges (Snowflake Elite 7x Partner of the Year, AWS Premier, dbt Visionary) in a way that makes it read as equivalently formal. It may well be formal — but the 8-vs-15 customer gap from [[2026-06-08-1-1-andrew]] is still unreconciled, and this run adds no outside evidence either way. That keeps the internal ask from the June brief live and slightly raises its stakes: if the badge is marketing ahead of the tier, then the founder's cert plus a named production deployment plus a contracted customer-story clause is not incremental garnish, it is one of the ~7 customer units and one of the 3 story units standing between phData's claim and the thing the claim asserts. Do not repeat "phData is Preferred" as fact in any external-facing RDCO artifact; say "phData describes itself as an Anthropic Preferred Services Partner."

For RDCO's own positioning the conclusion from June holds and hardens: the Services Track is headcount-gated by design and structurally closed to a solo holding company, and this run shows the badge is worth less than assumed even to firms that can reach it — nobody's tier is Anthropic-ratified in public, so the differentiation buyers actually see is case studies and named deployments, which is a surface RDCO can compete on. The competitive whitespace is not "become a tiered partner"; it is that no data-native firm has publicly claimed the category, and the mid-market gap the vault already identified for Snowflake Cortex ([[2026-06-28-snowflake-si-cortex-positioning-caf-gap]]) has the same shape on the Anthropic side. Confidence: high on the DXC/Anthropic contradiction and the EPAM tier-absence (both primary sources fetched verbatim this run); high on the tier thresholds (three independent confirmations); medium on the negative claim itself — a JS-rendered Partner Hub directory could list a data-native firm at Preferred, and this run could not read it. The Hakkoda/IBM and Slalom-layoff datapoints are search-level secondary and should not be leaned on.

Why this is in the vault

It closes open follow-up #5 from [[2026-06-24-anthropic-tiger-team-partner-model]] and corrects a factual claim that brief carried forward, and it changes what the founder can say out loud in the Andrew first-pull conversation and in any RDCO competitive framing: "phData is an Anthropic Preferred partner" is a self-description, not a verified tier, and the 8-vs-15 customer gap is the number to ask about rather than the certified-practitioner count.
