The question

What's the all-in cost premium (per sqft) for elevating a new-build single-family home in FEMA AE zone Tampa coastal neighborhoods to BFE+freeboard, based on 2024-2026 actual builds in Sunset Park / South Tampa, and which foundation system (stem-wall, pier, fill+slab) wins on cost vs resale?

Context: this is the single biggest cost variable in the home-rebuild-2027 project (an $80-200k+ swing on a 3,000 sf build) and a direct input to the Q4 2026 architect feasibility decision gate.

The elevation math on this specific lot. BFE is 11.0 ft NAVD88 and average existing grade is ~8.5 ft (LAG 8.3 / HAG 8.8), so the finished floor has to come up 3.5 ft above grade at code minimum (DFE 12.0), 4.5 ft at BFE+2 (13.0), 5.5 ft at BFE+3 (14.0) — against an existing slab at 9.0 that took water in 2024. Given the active Hillsborough Coastal Flood Risk Map Update, design to 13.0 ft NAVD88 minimum and price 14.0 so a mid-project FIRM revision doesn't force a redesign. Critically, the elevation premium scales with ground-floor FOOTPRINT, not conditioned square footage. Recommendation: stem-wall, on four grounds. (1) Fill+slab loses on lot geometry. A 68-ft-wide lot with 7-ft side setbacks cannot accommodate a 2:1 or 3:1 fill slope for a 4.5 ft pad rise — the fill has to be retained at the property line, which means building retaining walls anyway. That is a stem wall with worse detailing and worse drainage. Separately, placing several hundred cubic yards of fill inside an SFHA may trigger compensating-storage / stormwater review; that is an open verification item, not a settled cost. (2) Stem-wall's marginal freeboard is the cheapest resilience dollar in the entire budget. Each additional foot of stem wall on this perimeter is roughly $10-18k MODELED (extra reinforced CMU wall face plus ~59 cy of interior fill plus a stair riser) — about 1% of the build budget per foot, against FEMA's post-Ian finding that elevation cut average claim cost to ~1/3. Go to BFE+3 unless a bid says otherwise. (3) Resale: elevation is table stakes, not a premium. The $770/sf comp three streets over is already an elevated at-grade-garage design. Not elevating doesn't save $120k — it disqualifies the house from the comp set entirely, in a post-Helene/Milton South Tampa market that now underwrites flood explicitly. The resale question is not "does elevation pay back," it's "does this house appraise against elevated comps," and only elevated designs do. (4) Pier/drive-under over-shoots the appraisal comp set. At 6+ ft on an interior AE lot it reads coastal-VE, has thinner local comps, costs $45-75k more than stem-wall, and buys resilience the map doesn't require. Its one real advantage — usable drive-under parking — is already delivered more cheaply by the neighborhood's at-grade flood-vented garage pattern. On the resale side, the quantifiable return is insurance: a ~$3,000/yr premium delta at maximum-discount elevation supports roughly $40-45k more mortgage at current rates (MODELED) for a future buyer, before any marketability premium.

What this does to the $1.5-1.8M envelope. At 3,000 sf, the budget is $500-600/sf all-in against a sourced AE-zone custom band of $425-525/sf and South Tampa luxury at $400+/sf. A ~$120k elevation line is 6.7-8.0% of the envelope and fits — but it consumes most of the headroom between the sourced market band and the top of the budget. The correct handling for the Q4 gate is to carry elevation as a named $120k line item plus a $40k contingency (total $160k reserved), never as a blended $/sf, because a blended number is exactly how the per-sf-vs-system-cost contradiction above gets absorbed silently and reappears as a change order. Practical read: elevation is not what breaks this budget. Finish creep is. If the founder holds finishes at the AE-market band and the footprint at ≤1,700 sf, $1.5-1.8M with full stem-wall elevation to BFE+3 is achievable; if finishes drift to the $650/sf level common in new South Tampa custom work, the project lands at $1.9-2.0M and the elevation line will get blamed for a problem it didn't cause.

The Q4 2026 architect feasibility decision gate needs a defensible elevation allowance to hand a designer, and the only number on file was an April 2026 rule-of-thumb band ($80-200k) too wide to budget against. This replaces it with a $120k ± $40k stem-wall line tied to the lot's actual survey elevations (BFE 11.0, grade 8.5, DFE 13.0), plus the footprint-not-square-footage constraint that has to enter the program brief before schematic design starts.
