What we already know (from the vault)

[[zoning-flood-zone-findings]]: FEMA Zone AE confirmed, BFE 11.0 ft NAVD88, FIRM panel 12057C0342J eff. 2021-10-07. 2019 Exacta elevation certificate: existing finished floor 9.0 ft, LAG 8.3 / HAG 8.8, crown of road 5.7 (all NAVD88). The existing slab sits 2.0 ft below current BFE — that is the 2024 flood, explained. Lot 68 × 130 (8,653 sf), buildable envelope 54 × 85 ≈ 4,590 sf footprint, RS-75 with nonconforming 68-ft width.
- The prior estimate in the vault was a rule of thumb, not a takeoff. Same doc, Material Flag #1: "stem-wall or pier foundation, +3-6 ft of fill or structure, adding $80k-$200k+ to a 3000 sf build (industry rule of thumb: +20-30% on shell cost)." This brief's job is to replace that band with something a feasibility gate can act on.
- The neighborhood has already picked a foundation system. Tampa Code Ch. 5 § 5-111.6 (Flood Hazard Reduction) requires the lowest floor "no lower than the design flood elevation," with flood-damage-resistant materials required to BFE + 1 ft. One search summary reported a City of Tampa freeboard of 6 inches above BFE — that number could not be verified; the elaws.us source returned HTTP 503 on two fetch attempts. Treat Tampa's exact local freeboard as UNVERIFIED and confirm at pre-application. For comparison, Pinellas County requires BFE + 1 ft of freeboard for habitable floors (Revolution Contractors, 2026-02-26); FEMA/ASFPM guidance pushes communities toward 2 ft (ASFPM).
- SOURCED foundation unit costs (SW Florida, dated 2026-07-21): slab-on-grade $6-12/sf of footprint (mid ~$9); stem-wall $10-18/sf (mid ~$14); high groundwater adds $2-5/sf to either. - SOURCED all-in market pricing: custom homes in AE or VE zones run $425-$525/sf because of stem-wall or piling foundations, elevated mechanicals, impact glass and hurricane connectors; building to current FEMA requirements in AE/VE "typically adds $75,000-$200,000+ versus an equivalent inland slab-on-grade house" (Revolution Contractors, St. Petersburg custom-home cost guide). Published benchmark: at-BFE premiums of $3,000-$8,000+/yr in high-risk zones, with meaningful discounts at BFE+1 and a "maximum discount tier" around BFE+2-3. One worked example cites a $40,000 elevation cost offset by ~$3,000/yr in premium savings (13-year simple breakeven), before counting avoided damage (~$25,000 average per flood event) (Revolution Contractors).
- The FEMA 50% substantial-improvement rule is a trap for the alternative path, not this one. - Contradiction on unit costs vs system costs. The $10-18/sf stem-wall figure implies only a ~$8-20k premium over slab on a 1,600 sf footprint — roughly an order of magnitude below the $75-200k system-level statements. Both are "true": the per-sf number prices a standard 2 ft stem wall and excludes fill, retaining, elevated MEP, ramps, stairs, flood vents and engineering. Anyone quoting the per-sf number as the elevation premium is under-scoping by ~5x. Expect at least one builder to do exactly this during bidding.
- Contradiction between this brief's premise and the live project decision. The task context says "planned start 2027-01," but [[2026-07-13-rent-affordability-sell-scenario-financials]] records the founder's 2026-07-13 decision as STAY PUT — build deferred pending the family-gravity fork. This brief informs the Q4 2026 feasibility gate; it does not assume a 2027-01 groundbreaking. Flagging so the number doesn't get laundered into a schedule that isn't approved.
Synthesis for RDCO
The elevation math on this specific lot. BFE is 11.0 ft NAVD88 and average existing grade is ~8.5 ft (LAG 8.3 / HAG 8.8), so the finished floor has to come up 3.5 ft above grade at code minimum (DFE 12.0), 4.5 ft at BFE+2 (13.0), 5.5 ft at BFE+3 (14.0) — against an existing slab at 9.0 that took water in 2024. Given the active Hillsborough Coastal Flood Risk Map Update, design to 13.0 ft NAVD88 minimum and price 14.0 so a mid-project FIRM revision doesn't force a redesign. Critically, the elevation premium scales with ground-floor FOOTPRINT, not conditioned square footage. A 3,000 sf two-story with a ~1,600 sf footprint (~170 lf perimeter) costs roughly half what a 3,000 sf single-story costs to elevate. Recommendation: stem-wall, on four grounds. (1) Fill+slab loses on lot geometry. A 68-ft-wide lot with 7-ft side setbacks cannot accommodate a 2:1 or 3:1 fill slope for a 4.5 ft pad rise — the fill has to be retained at the property line, which means building retaining walls anyway. That is a stem wall with worse detailing and worse drainage. Separately, placing several hundred cubic yards of fill inside an SFHA may trigger compensating-storage / stormwater review; that is an open verification item, not a settled cost. (2) Stem-wall's marginal freeboard is the cheapest resilience dollar in the entire budget. What this does to the $1.5-1.8M envelope. At 3,000 sf, the budget is $500-600/sf all-in against a sourced AE-zone custom band of $425-525/sf and South Tampa luxury at $400+/sf. A ~$120k elevation line is 6.7-8.0% of the envelope and fits — but it consumes most of the headroom between the sourced market band and the top of the budget. The correct handling for the Q4 gate is to carry elevation as a named $120k line item plus a $40k contingency (total $160k reserved), never as a blended $/sf, because a blended number is exactly how the per-sf-vs-system-cost contradiction above gets absorbed silently and reappears as a change order. Practical read: elevation is not what breaks this budget. Finish creep is. If the founder holds finishes at the AE-market band and the footprint at ≤1,700 sf, $1.5-1.8M with full stem-wall elevation to BFE+3 is achievable; if finishes drift to the $650/sf level common in new South Tampa custom work, the project lands at $1.9-2.0M and the elevation line will get blamed for a problem it didn't cause.
Why this is in the vault
The Q4 2026 architect feasibility decision gate needs a defensible elevation allowance to hand a designer, and the only number on file was an April 2026 rule-of-thumb band ($80-200k) too wide to budget against. This replaces it with a $120k ± $40k stem-wall line tied to the lot's actual survey elevations (BFE 11.0, grade 8.5, DFE 13.0), plus the footprint-not-square-footage constraint that has to enter the program brief before schematic design starts.
Open follow-ups
- Verify Tampa's actual local freeboard. Tampa Code § 5-111.6 could not be fetched (HTTP 503, two attempts); the "6 inches above BFE" figure is unverified. Get it in writing at the free Construction Services pre-application meeting, alongside the Zoning Verification Letter already queued in [[zoning-flood-zone-findings]].
- Ask HC Public Works Floodplain Admin (813-635-5400 / floodplainadmin@hcfl.gov) what BFE the Coastal Flood Risk Map Update is expected to land at for panel 12057C0342J. If it moves to 13-14 ft, the recommended DFE moves with it and the stem-wall height assumption needs re-pricing.
- Confirm whether placing fill in the SFHA triggers compensating-storage or stormwater review in Tampa. This is the fact that decides whether the fill+slab option is genuinely cheaper or merely cheaper-looking.
- Get three itemized foundation bids at schematic — stem-wall to DFE 13.0 and to 14.0, priced separately, so the true marginal-foot cost is observed rather than modeled. This is the single fastest way to convert this brief's MODELED figures into actuals.
- Order the fresh elevation certificate. The 2019 Exacta cert was shot on the superseded 2008 FIRM (BFE 9.0), is named to the seller's broker, and is non-transferable.
- Re-run this brief's numbers if the build program shifts to single-story or above ~3,500 sf — footprint is the cost driver and both changes move the premium materially.
- Do not act on a 2027-01 start until the STAY PUT decision of 2026-07-13 is revisited.
