Externalized Cost: The Engineering Metric That’s Always Hidden From the Quarterly
The one-sentence claim
An engineering project’s real success metric is total cost including the decades of externalities it forces onto people, geography, and future maintainers — and every balance sheet that hides those costs is lying about what was actually built.
The civil-engineering pattern
Five Practical Engineering pieces and one positive-pole reference all draw the same shape. An engineering decision looked efficient at build-time. The real cost shifted — onto a community, a landscape, or a future owner — and showed up later as lawsuits, mitigation bills, or perpetual maintenance.
LA Aqueduct (1913). 300 miles of pure gravity conveyance, transformed LA into a world city. The unmetered cost: over $1B in Owens Lake dust mitigation, the single largest US source of dust pollution at times, decades of California Water Wars litigation, broken Owens Valley communities, and a foundational assumption (reliable Sierra snowpack) that climate change is now eroding. Then LA repeated the playbook at Mono Basin and got a second lawsuit plus a second restoration order. The fix repeated the failure mode.
Foresthill Bridge (1973). 700 feet of steel built as a precursor to the Auburn Dam — Sierra access during construction. The dam died over the next two decades: Oroville earthquake, Teton Dam collapse, engineering-geology report, permit revocation. The dam was abandoned. The bridge remains — fourth-tallest in the US, now California’s perpetual seismic-retrofit and T1-weld-inspection liability. This is the externalized cost made physical.
Fontana Dam (1944). Locally-sourced aggregates were the obvious cost optimization. Alkali-silica reactivity testing didn’t exist yet as a discipline. ASR was diagnosed in 1972. The bill is now paid every five years, in perpetuity, via slot-cutting at multiple TVA dams. The 1944 savings created a 2026-and-forever maintenance contract.
Arch dams. Abutment thrust loads are enormous. Local geology becomes load-bearing in the literal sense — inspection, monitoring, and rock-bolt maintenance for the dam’s entire life. None of that is on the initial budget.
North Fork spillway (2021). Finished three years before Hurricane Helen. The fuse gate tipped on design. The redundant transmission bypass line and the original line shared the downstream channel. The erosion from the designed failure took out both. The town bore the cost of the spillway doing exactly what it was built to do.
Niagara (the positive pole). Operators deliberately underuse the resource — divert flow that could go over the falls. Recession drops from 3 ft/year to 1 ft/year. A 3x life extension on a geological feature. Externality discipline is itself the moat.
The pattern: when the ledger ends at commissioning, it’s lying. Grady’s load-bearing line: “what we sometimes dismiss as red tape is often completely justified due diligence.”
The AI-infrastructure twin
Every shape above maps cleanly onto 2026 AI builds. The interpretation is ours, not Hillhouse’s — call it out honestly. But the isomorphism earns its keep.
- Training compute → environmental cost, externalized to water tables, power grids, and host communities. Today’s training run is tomorrow’s water-rights lawsuit. Owens Lake in slow motion.
- Model deployment → cognitive load, externalized to users. Every confident hallucination becomes the user’s bullshit-detection burden — Kingsbury’s point in 2026-04-19-kingsbury-future-of-everything-is-lies. The model saves the builder’s time by spending the reader’s.
- Agent harness → supervisory burden, externalized to skill writers and reviewers. “The harness verifies the model” collapses if the harness itself was written by the model. The cost of verification is real; hiding it in an LLM-contaminated audit layer doesn’t make it go away, just defers it to the first time a skill misfires silently at scale.
- Content generation → epistemic cost, externalized to the information commons. SEO slop, citation rot, training-data poisoning, collapse of the signal-to-noise ratio of public knowledge. Each generator extracts; no generator restores. Owens Valley at web scale.
- Agentic tools → coordination cost, externalized to whoever cleans up after the agent. Every convincing-looking PR that lands with a subtle bug has shifted its verification cost from the author to the reviewer, from the quarter to the year, from the builder to the operator.
None of this is metered on the P&L. That doesn’t mean it isn’t being paid. Fontana was paying its 1944 aggregate choice before anyone at TVA knew ASR existed.
The “Foresthill question”
Every engineering decision should survive one question: what load-bearing assumption are you betting on, and what’s the smallest reversible test of it?
Foresthill is the canonical failure. The Bureau of Reclamation built a 700-foot bridge as a cheap-precursor to the Auburn Dam — optimizing for “build it right the first time” before validating that the dam was feasible. They built the cheap irreversible piece before the cheap reversible one. The bridge survives as a monument to the assumption they never tested.
RDCO rewrite: don’t build the LaunchAgent before the skill has run end-to-end as a one-shot. Don’t add the Notion DB before a manual workflow has used the surface for a week. Don’t migrate to a new MCP server before the current one has demonstrably broken. This is CA-021 — premature commitment, build-the-cheap-reversible-piece-first. The discipline belongs in every /build-skill and /build-project gate.
Why RDCO cares
The harness thesis is an explicit bet on internalizing verification cost. Audit layer, skill files, founder review, Jepsen-style checks — these are line items RDCO is paying now so the user doesn’t pay later in cognitive load and epistemic rot. That’s the whole editorial position. The frame is coherent only if we can name what we’re doing and why. Externalized cost is the name.
Every Sanity Check piece should ask one question before shipping: if this pipeline shipped at 100x scale, who bears the cost that the quarterly doesn’t show? Answer it in writing. That question is the difference between pro-AI boosterism (which pretends there are no externalities) and anti-AI doom (which pretends they’re infinite). The honest middle is engineering: name the externalities, measure them, price them, or refuse to build. Niagara is the proof that the discipline is possible — deliberate underuse is a moat, not a drag on margins.
Every RDCO skill design should answer the same question at the SKILL.md level: what shadow costs am I creating that aren’t on the balance sheet? Analog to the gravity-test and fuse-plug-vs-gated design-doc questions already in the template. And every quarter, run the Foresthill audit: which RDCO infrastructure was built as precursor for capabilities we no longer plan to ship? Which of our bridges-without-dams is now a perpetual maintenance liability we haven’t admitted?
The reason this piece has more editorial weight than CA-014 (high-dim geometry) or CA-016 (layered defense) is that those are operational tools. This one is the stance. Pro-AI says compute is cheap. Anti-AI says compute is evil. Neither is doing the engineering. The engineering is: the compute is paid for, just not by whoever’s quoting the price. Say that in public and the positioning gets sharp.

Confidence
Five of six sources are Practical Engineering (Grady Hillhouse). This is a cluster-source caveat, not a debunker — the cases span a century of US civil engineering, cover three distinct failure shapes (extractive, abandoned-precursor, designed-decay), and include a positive-pole counterexample (Niagara) that sharpens the thesis. The civil-engineering evidence base is strong.
The isomorphism to AI infrastructure is interpretive, not evidentiary. The shapes map, but no single source in the cluster says “and this is what ML training compute looks like.” That claim is ours to make and defend. Pair with a second-wave source — any post-mortem of a major cloud/AI environmental audit, a Kingsbury-tier piece on deployment cognitive cost, or primary literature on data-labeling labor conditions — to move the AI half from interpretive to evidentiary.
Grady’s own “justified due diligence” line is the strongest in-source quote and should anchor the Sanity Check piece when it’s written.
