OpenAI shipped a cross-vendor "Agent Plugins 1.0.0" packaging standard for agent skills + MCP servers on the same day it upgraded ChatGPT to GPT-5.6 Sol, and the steering committee (Amazon, Cursor, Microsoft, OpenAI, Vercel, Google) is a direct competing-standards signal against the Claude Code skills/plugin model RDCO is betting its harness-engineering thesis on.

Agent Plugins 1.0.0 — a directory + plugin.json + skills folder, working across ChatGPT, Codex, Cursor, Copilot, VS Code, and Kiro, with independent-failure components — is a direct alternative packaging format, and Google just joined as a core maintainer alongside Amazon and Microsoft.
