The core argument

Wissner-Gross argues that sovereignty — historically chained to territory — is being remade in the AI era under the formula cuius regio, eius intelligentia: whose realm, his intelligence. The core tension: AI reasoning on an organization's proprietary ledger requires entrusting that ledger to a model running under someone else's law.

The Lonestar thesis is the physical enforcement mechanism: orbit. Under the Outer Space Treaty, a satellite keeps the law of the state that registered it.
