RDCO’s agent-deployer thesis sits one layer above this fight, which is exactly why we file it as competitive intel, not as a competitor.
Episode summary (the deal context)
Thompson’s framing precedes the interview: he conducted the conversation Friday, then on Monday Microsoft and OpenAI amended their agreement so OpenAI can serve products on any cloud (Azure remains “primary,” license non-exclusive through 2032, no more Microsoft revenue share to OpenAI, OpenAI continues paying revenue share to MSFT through 2030 with a cap, MSFT released from the AGI clause). Thompson reads it as Microsoft tending its OpenAI investment because Azure’s exclusivity was actively hurting OpenAI vs Anthropic in enterprise. The interview itself launches Bedrock Managed Agents — OpenAI frontier models packaged inside an AWS-native agent runtime (identity, permissions, state, logging, governance, deployment) — exclusive to AWS, customer data stays in the customer’s VPC, runs on a Trainium/GPU mix.

- (Garman) AWS’s neutrality is intentional, not accidental. Contrast with Google’s full-stack integration story (Kurian week prior). AWS view: “the best products win,” partners + first-party can coexist, S3 is the only S3 but the upper layers are open.
- (Altman) The most important reframe a year out won’t be “OpenAI on AWS” — it’ll be “we didn’t realize how important this new product was.” Both CEOs frame the managed-agent stack as a new computing paradigm, not just a distribution deal.
Mapping against Ray Data Co
This is load-bearing for RDCO positioning. Today we established that RDCO’s agent-deployer thesis sits one layer above the substrate fight: substrates compete to be the runtime that enterprises deploy agents into; RDCO deploys agents into client operating workflows regardless of which substrate the client is on. The Stratechery interview is the cleanest primary-source articulation yet of that substrate fight, with five concrete implications:
- The substrate layer is now Anthropic vs OpenAI-on-Bedrock vs DIY-via-LangChain/iii/Mercury-style stacks. Yesterday it was “Anthropic vs OpenAI on Azure”; today it’s a three-way fight (or four-way if you count Google’s full-stack play that Garman pointedly contrasts against). Bedrock Managed Agents is AWS’s entry — the AWS-native, identity-aware, VPC-scoped, OpenAI-powered substrate. - Substrate-agnosticism is now an explicit RDCO feature, not a hedge. When the substrate layer is a contested oligopoly, an agent-deployer who can deploy into whichever substrate the client already runs eats the consultant slot the substrates can’t. AWS will sell you Bedrock Managed Agents; AWS won’t tell you which workflow to point it at. RDCO does. - Altman’s claim 1 (harness/model inseparability) and claim 2 (convergence) directly reinforce the harness-thesis cluster. Altman is now saying out loud what RDCO’s positioning has been claiming for two months: the harness is not a thin layer, the integration is the product. This is the OpenAI CEO conceding the harness-thesis cluster thesis from the substrate side. - Altman’s claim 9 (no primitive for agent identity) is an open RDCO product opportunity. “We don’t even have a primitive to think about that” applies to vault-as-state, MAC-matrix-as-permissions, skill-files-as-tools — RDCO already operates a working pattern for “Ray-the-COO” that the substrate vendors haven’t formalized. - Claim 10 (the consistent enterprise ask: agent runtime + management layer + end-user workspace) is the Bedrock Managed Agents pitch verbatim. It’s also the pitch RDCO would make to a client. The difference: Bedrock binds you to AWS+OpenAI; RDCO binds you to your own state. State-ownership over substrate-lock-in is the wedge.
Implication for Sanity Check: today’s interview deserves its own original re-frame, not a derivative summary. Candidate angle: “Sam Altman just admitted the harness is the moat. The substrate vendors are building it for you. Should you let them?” — sets up state-ownership-vs-substrate-lock-in as the operator’s decision, not a vendor pitch.
Implication for the agent-deployer positioning doc: the substrate-layer competitive map should be added as a section. Today: Anthropic (model+harness, vertical), OpenAI-on-Bedrock (model from one, substrate from another, co-built), Google (full-stack vertical per Kurian), DIY (LangChain/agent-frameworks/in-house). RDCO sits above all four.
