What was reviewed

All frontmatter sources (read 09-30); gh pr list: 32 open, last merge #359 (09-23).

Findings

  1. Next-slot tags do not steer the planner. Three reviews named the next non-game item: R10 (:23), the journal line (:331), R10 again (09-28 R33, unapplied, rounds.md:614). No round since 09-27 took one (rounds.md:592-642). Tonight's planner cited only :130, :557. R10's ":388" anchor is dead.
  2. Revenue waits on the founder. RDCO survives only if Scribble Works or another side bet earns (founder 09-23, memory note). Delivery is the paid product (rulings:137-141); its production state is unknown since 09-23 (escalations.md:450). Pricing (escalations.md:430), household counters (queue.md:453) and Stripe (queue.md:298) need him. ROADMAP.md:3-7 (Ray's working proposal) puts delivery first; his majority-games ruling (charter:430) gave new games 9 of 16 slots since 09-27.
  3. The journal line is the only autonomous paid-deliverable item. deliver.js:19 packages delivery with package.js (rulings:147-150), which lacks the line (unchanged since 09-12). Cohort ask, day 25.
  4. Finished lines read as open (re-dequeue risk, :19, :69). Shipped: :32-33 (#363), :39 (#371), :557 (#379). Awaiting taps: :382 (rounds.md:530), :484, :500, :542. Closed: :80 (escalations.md:143-144), :446 (rounds.md:501).

Proposed queue.md changes

Ray-selected order: paid deliverable, live defects, cohort, new surface. If 10-01's planner skips rank 1, name rank 1 in its prompt. Line numbers are pre-insert.

Decisions needed (founder): carried, ranked by revenue unblock

  1. R28 §5 read-only check (escalations.md:453), Ray's precondition for any merge (:464).
  2. Pricing #332 and the counters "go" (escalations.md:430-431). A paid tier needs both, plus Stripe.
  3. Ready taps, 8 critic-PASS drafts (#366, #375-#381), or a standing gh pr ready allow-rule (:437, :459, :462, :471).
  4. Throughput (:444): asked at 20 open PRs, now 32.

Bear case: Re-ranking the minority slots earns nothing, because every step to a paying customer waits on the founder, so a tidier queue only builds a 33rd unmerged PR sooner.
