September 12 daily delivery and release qualification

Normal delivery: #150 closed with two due households, one claim/attempt/sent record and matching accepted receipt each; no stalled claims. Direct inbox receipt confirmed for the founder at 06:31 Eastern. Personal household identifiers and email content are not copied here.

Controlled activation/rollback and automatic release results will be recorded after they run. No extra email is necessary for #150. Live dry packaging will verify #179's HTML/plain-text delivery anchor and unchanged delivery ledger counts.

Implementation PR #189 merged as 79fa58b4adc7e7f353a10c315e59d3dd1002283e. PR CI 34693247081 and main CI 34693434754 passed both jobs. Local preflight passed 34 gates; 53 preparation and 17 activation safeguard checks passed. Prepared/no-bundle upload bytes matched exactly. A supplementary compiled-bundle local smoke passed health and unauthorized status/run using the older local emulator's supported date; the exact production compatibility date is checked by the provider contract, not certified by that emulator.
