The phase-2 unblock criterion was written as "annotation complete on at least the harness-thesis cluster (12 docs)." Ray just finished phase 2 for real (found the annotator script already written but never run, fixed 8 stem/filename mismatches, executed it against the live graph). The harness-thesis-dissent cluster as hand-curated is only 4 docs, not 12 — the 12-doc figure matches a different, related cluster (agent-architecture, 13 docs). Ray can't tell if the original note meant that cluster, the combined superset of both, or just got the count wrong, so phase 3 hasn't started pending this call.
