Vault 06-reference restructure — grant the Bash allow rule?

06-reference/ has grown to 2,317 files — 4.6x the file-count threshold that originally triggered the per-sender-subfolder proposal. The proposal itself isn't the blocker: the auto-mode classifier denied subagent dispatch carrying SKILL.md edit instructions. It needs a founder-granted Bash allow rule for edits under ~/.claude/skills/ to unblock — the same rule also unblocks the related deep-fetch-threshold /improve proposal.
