Foldering decision: where do internal-state-snapshot docs live?

Context

Three options:

  1. Option A: 06-reference/ (current). Requires inheriting reference-doc shape. Audit has carve-out for source: internal-review.
  2. Option B: 01-projects/<bet>/state-reviews/. Cleaner home, free of audit pressure. Recommended if >1 state-snapshot per bet expected.
  3. Option C: New 08-snapshots/ grouped by recency rather than bet.

Ray recommends Option B if you expect >1 snapshot per bet (Squarely already qualifies).
